Financial Guide:
Later Life
Later-life care, chronic illness, and retirement decisions carry the highest financial stakes of any stage — and the least margin for error. This guide covers what aged care actually costs in Australia, what Medicare and the aged-care system cover, and the super and Age Pension decisions that shape your retirement.
Later life cost benchmarks at a glance
Australian figures from My Aged Care, the ABS, and Services Australia — the numbers behind the highest-stakes decisions.
Aged care options: full cost comparison (Australia)
Aged care is government-subsidised but means-tested. Your contribution depends on income and assets, and residential care often involves a large refundable deposit.
| Care Type | Typical cost | Government covers? | Best fit |
|---|---|---|---|
| Commonwealth Home Support (CHSP) | Low fees | Entry-level subsidised support | Early needs; help at home |
| Home Care Package (1–4) | Subsidy + means-tested fee | Up to ~$61,000/yr (Level 4) | Moderate–high needs at home |
| Retirement village | Entry price + fees | Private (not aged care) | Independent living |
| Residential aged care | Daily fees + means-tested | Subsidised; income/asset tested | High care needs |
| Accommodation (RAD/DAP) | $300K–$550K RAD | Refundable deposit or daily payment | Residential care entry |
| Respite care | Subsidised | Short-term subsidised | Carer respite |
The means test and RAD are the big factors: residential aged care usually requires a Refundable Accommodation Deposit (often $300K–$550K) or an equivalent daily payment, plus means-tested care fees. A new Support at Home program is reforming home care from 2025 — check the current rules before committing.
Health & retirement income system (Australia)
Medicare and the PBS cover most health costs; your super and the means-tested Age Pension shape your retirement income.
| Item | Detail | Who qualifies | Note |
|---|---|---|---|
| PBS Safety Net | Caps drug costs | All Medicare cardholders | Lower co-payment after the threshold |
| Age Pension (means-tested) | ~$1,144/fortnight single | Age 67; income & assets tested | Part-pension common alongside super |
| Commonwealth Seniors Health Card | Cheaper medicines | Self-funded retirees under income test | Valuable even without the Age Pension |
| Transfer balance cap | $1.9M (indexed) | Super in tax-free pension phase | Limits tax-free retirement-phase super |
| Minimum pension drawdown | Age-based % | Account-based pensions | Rises with age; plan withdrawals |
Super & Age Pension: timing your retirement income
Super can be accessed from preservation age (60) and the Age Pension from 67. How you draw super affects both tax and your pension entitlement.
| Decision | Effect | Detail | Best if… |
|---|---|---|---|
| Access super at 60 | Tax-free (taxed fund) | Once retired/condition met | Retiring before Age Pension age |
| Start an account-based pension | Tax-free earnings | Within the $1.9M cap | Drawing a regular retirement income |
| Claim Age Pension at 67 | Means-tested | Income & assets test | Assets/income below thresholds |
| Get the Seniors Health Card | Cheaper medicines | Income test only | Self-funded retiree above pension limits |

Even self-funded retirees should check the Seniors Health Card: it gives cheaper medicines and concessions under an income test (no assets test), and many eligible retirees never apply. Plan super drawdowns with both tax and the Age Pension means test in mind.

6 critical financial moves for later life
Several of these decisions are hard to reverse — getting them right protects your income and your family.
Plan super drawdown for tax + pension
Super is tax-free in retirement phase (within the cap), but how you draw it affects the Age Pension means test. Model both together.
Check the Age Pension and Seniors Card
Many retirees qualify for a part-pension or the Seniors Health Card. Both are widely missed and recheck after each indexation.
Understand aged-care costs early
Residential care often needs a $300K–$550K RAD plus means-tested fees. Understand Support at Home and residential options before a crisis.
Use the PBS Safety Net
Track your medicine spending — after the Safety Net threshold, co-payments drop, which matters with chronic conditions.
Put enduring POAs in place
Enduring power of attorney and guardianship let family act if you lose capacity. Without them, tribunals get involved.
Consider downsizer contributions
Eligible over-55s can put up to $300K each from a home sale into super outside the usual caps — useful for late-stage saving.
